Asia Rising China’s Global Naval Strategy and Expanding Force

China is seeking new overseas military facilities around the world to boost geopolitical aspirations, a U.S. intelligence assessment has said. The Office of the Director of National Intelligence's (ODNI) annual assessment, which was published on Monday, brought attention to China's global military aspirations. The ODNI is a nodal agency for all U.S. intelligence agencies and publishes a much-watched annual threat assessment.

In its latest report, the ODNI underscored China's growing global military ambitions, highlighting Beijing's efforts to extend its military reach beyond its borders. The report mentions that the People's Liberation Army (PLA) will continue to establish overseas military installations and access agreements to project power and protect China's interests abroad.

Specifically, the ODNI noted that in addition to its military base in Djibouti and the Ream Naval Base in Cambodia, China is reportedly considering military facilities in various locations including Burma, Cuba, Equatorial Guinea, Pakistan, Seychelles, Sri Lanka, Tajikistan, Tanzania, and the UAE. This ambitious strategy aligns with Chinese leader Xi Jinping's vision of transforming the PLA into a formidable blue-water navy capable of sustaining operations worldwide.

So far, China's only publicly acknowledged foreign military base is in Djibouti. As the Chinese Embassy spokesperson Liu Pengyu explained, "The Chinese people are living, working and traveling in many parts of the world." Liu emphasized that this justifies China's moves to enhance its defense capabilities to protect its legitimate interests overseas and promote regional and international peace.

While the U.S. has a vast network of over a hundred military bases worldwide, deploying hundreds of thousands of troops, China's growing military footprint is perceived by its rivals as a precursor to establishing a network of potential bases to support its rapidly expanding armed forces. Despite Beijing's insistence that it does not intend to establish overseas military bases, the U.S. and its allies remain cautious.

Concerns exist that China's engagements with certain countries could lead to full-fledged military operations or covert security arrangements, enhancing China's ability to project military power globally. As part of this context, China has been reported to be constructing a naval base in Cambodia to accommodate the PLA Navy, a project confirmed by Cambodian authorities that reflects the close bilateral relations between the countries.

In conclusion, the developments surrounding China's military expansion are significant, marking a shift in the strategic landscape of Southeast Asia. As the international community watches closely, the implications of China's actions could reshape power dynamics in the region and beyond.
